In another case, HALSA represented a 20 year old African American woman who, it was believed, contracted HIV from a blood transfusion directly after she was born. This client also had developmental disabilities. In her case, it was necessary to prove to the Social Security Administration that her disabilities had been severe prior to her 18th birthday, so that she could collect benefits as a former dependent of her (now deceased) father. On August 27, 2004, the Administrative Law Judge agreed that this client had severe medical disabilities, and that these disabilities were severe prior to her 18th birthday. This client therefore was determined, under Social Security law, to be a "Disabled Adult Child," and she was awarded Social Security cash benefits by virtue of her father's years of earnings, as well as medical insurance benefits. This was the first such "Disabled Adult Child" case for HALSA.
